Anyone can design a glider for use in Condor up to a certain stage and send it to the Condor developers.
They will asses the work, suggest updates or modifications to the designer and when it finally meets the high Condor standards, the developers will finish the model and add the correct flying characteristics to it.

right, is a tremendous amount of work. Some models never even get finished, because of that.
It would be nice though, when a designer keeps us posted about the progress, specially when the announcement was made that the work was sent to the developers...
